Miskawayh Razi is the father of civil morality. He has spent more than half of his life in Al Boyah's government and is concerned about the flourishing of Islamic civilization. What is and how the civilized society is realized? This is his main question and in the five steps depicts the process of realizing a civilized society. In the first step, social co-operation and social participation are considered to be the most fundamental concept for a civilized society. Based on this basic concept, he speaks from the impossibility of fulfilling happiness outside the community. The second step is underlying concept of this participation in the natural needs of humans. By this step he prepares a natural ground for his moral theory. In the third step, the two factors of religion and common wisdom were discussed in order to validate the natural nature of the cooperation. By explaining the functions of religion he explained the effect of religious teachings on empowerment participation and consequently social solidarity. The fourth step identifies the final and middle ends for social co-operation. In Step fifth, in order to achieve this goal, a fair governance structure and a mechanism to finalize the society in the form of religious laws and free-thinking questions are proposed. This paper, by analytical method, explains the process of realizing a civilized society in these five steps in the attitude of Miskawayh Razi.
